DSS released records detailing what action it took in the weeks before 4-year-old Cedric Francois was beaten to death.  Michael Dixon, boyfriend of the child's mother is charged with first degree murder in this case.

The report shows DSS received two tips on September 30th about alleged abuse of Francois, including bruises, a bite mark, and allegations Dixon locked the child in a refrigerator.

DSS left the child in the home partly because his mom told investigators Dixon no longer lived there and he was not present when social workers visited the residence.

An autopsy later showed Francois died of blunt force trauma.
